Planning for open space, sport and recreation in Three Rivers

Green Heart Partnership - Three Rivers District Council

Three Rivers District Council worked with artist, Simon Lee Dicker, to explore how the needs of landscaping and play equipment could become one open space.


The aim of this project was to support Three Rivers District Council in taking a creative team-led approach to achieving a better quality of environment.

Through the Green Heart Partnership, artist Simon Lee Dicker joined a team of officers from Three Rivers District Council in 2005 to develop visual concepts for a imaginative and creative open spaces on future developments of any size.

Simon was initially brought on board to develop an ambitious concept for a specific play area, but from working with the council officers, a more sustainable opportunity was identified that would assist planning officers and developers.

GHP and Simon Lee Dicker helped to develop supplementary planning guidance notes which encourage innovative development of a recreation environment that engages diverse age groups, and serves a range of uses.

The document has been developed to support the evolving strategic plans from the Planning Policy Guidance 17: Planning for Open Space, Sport and Recreation. The information in the guidance document is to provide residential developers with more details on planning policy L10 and L11.
